The reason it’s called “card not present” is because this occurs over the internet and you don’t need an actual physical card to make a purchase. This is significant because many purchases occur online. This makes it easier for the fraudsters to just obtain the information and not need an actual card. The only good thing is it is easier to track these people down because of the paper trail they leave.
